Wedding tragedy: Bomb kills 3 in Philippines

Suspected Islamic militants detonated a powerful bomb that killed at least three people and wounded 27 others in a budget hotel packed with wedding guests in the southern Philippines, officials said Monday.

Investigators believe the blast and ensuing fire that gutted the two-story Atilano Pension House in downtown Zamboanga City late Sunday was a terrorist strike and that it was not linked to the wedding, city police director Edwin de Ocampo said.

Still, many of the victims were from a group of more than 20 people who occupied six of the hotel's 35 rooms for a planned ceremony Monday.

Citing witnesses, the BBC reported that the explosion destroyed the upper levels of the hotel.

"We should not show that we're panicking because that is what these troublemakers relish to see," Zamboanga Mayor Celso Lobregat told The Associated Press by telephone. "We have good leads. We will get all of them."

The blast was believed to be one of two simultaneous bombings planned by al-Qaida-linked Abu Sayyaff militants. The other would have been on nearby Basilan island, where two explosives were separately found and safely defused by authorities in Isabela city on Sunday, de Ocampo said.

The hotel blast, caused by about 22 pounds of TNT powder, was one of the most high-profile bombings this year blamed on the Abu Sayyaf.

The blast was so powerful it caused much of the second floor to collapse, blew off the hotel's roof and shattered glass panes and windows from nearby buildings, Lobregat added.

Two of the wounded were in serious condition and more than a dozen others remained confined in a hospital, he said.

Volatile region
Zamboanga City, a predominantly Christian trading hub 540 miles south of Manila, is located in a volatile region long troubled by a decades-long Muslim insurgency, extortion gangs and kidnap for ransom syndicates.

The blast occurred in room 226 on the second floor of the hotel, instantly killing two people staying in two adjacent rooms, which were devastated by the blast. A third body was found Monday on the ground floor, pinned by the cement slabs that collapsed from above, Lobregat said.

De Ocampo said investigators were trying to determine how the TNT bomb was detonated, adding its design resembled those used by the Abu Sayyaf in past attacks on Basilan island, the group's birthplace.

Police Senior Inspector Cesar Memoracion said his local bomb squad recently informed the hotel owner to be on guard for a possible bomb attack, citing intelligence, which did not identify the source of the threat.

In January 2000, the hotel was rocked by a blast that killed three suspected Muslim militants assembling a bomb in a room, officials said.

The Abu Sayyaf was founded on Basilan in the early 1990s as an offshoot of a violent Muslim insurgency that has been raging for decades. U.S.-backed offensives have weakened the group, which is blacklisted by Washington as a terrorist organization, but it remains a key security threat.

It has about 380 armed fighters and survives mostly on extortion and kidnappings for ransom. Abu Sayyaf militants are believed to be holding an American, an Indian, a Malaysian and a Japanese convert to Islam, along with a number of Filipino hostages in Basilan and nearby Jolo island.

Archaeologist traces Pocahontas wedding site

Archeologist William Kelso is certain he's discovered the remains of the oldest Protestant church in the United States, standing between two holes he insists once held wooden posts.

In 1614, Pocahontas was "married right here, I guarantee," Kelso told AFP at the Jamestown, Virginia archeological site southeast of the American capital.

Near the James River, on May 14, 1607, a group of about a hundred men landed on commission from England to form the first colony in the Americas.

"It's fantastically exciting and significant because Jamestown is usually depicted ? the whole early settlement depicted as it was carried out by lazy gentlemen who wanted to get rich quick, and go right back to England."

The area was carefully excavated to reveal several large post holes two metres deep and the trace remnants of four graves.

Two other Protestant churches are thought to have been built before, but left no trace, and remains of a Catholic church were also found in Florida ? but Kelso is sure this one is the oldest left.

"Religion played a big role" in the community, Kelso said as he stood near the river where small fluttering flags marked the building's outline. Settlers "put a lot of work in the building of this big church, and that became very important for the colony."

Noting the size of the wood post's holes, Kelso said the church would have been able to support the mud and stud building's heavy roof.

According to surviving records describing the church kept by the secretary of the colony, what was built matches what can be seen today at the site. "I'm convinced because it's the right size," said Kelso.

The four graves also match with the four important members of the colony who would have been buried so close to the church. Kelso said there were a knight, two captains and Reverend Robert Hunt, the first cleric to come to the site.

Pointing out where Pocahontas, Chief Powhatan's favorite daughter, would have stood when she married an Englishman, Kelso marveled at the event's place in colonial history, allowing further settlements in what was then foreign, hostile territory for the European settlers.

"With that wedding, the Indians backed off and there was no more fighting," Kelso recalled.

The Indian princess, well known to American children, was popularized through an animated Walt Disney film that transformed her meeting with Englishman John Smith into a romance.

Renamed Rebecca, she was later to marry another Englishman, John Rolfe, before dying in England at the tender age of 21.

The next tasks for archeologists in the coming months will be to dig up the graves.

"We know the ages, we have baptism records," Kelso said, excited at the tantalizing possibility of confirming their identities with the study of bones, teeth and possibly markings from injuries still traced to the bones.

Suspected dog-poisoning spate investigated

Investigators are looking into the deaths of nearly a dozen dogs in southwest Oklahoma that may have been the result of poisoning.

Kiowa County Sheriff Russ Tate said as many as 10 dogs have died in the Roosevelt area this month.

Resident Marie Montgomery said a relative found her pet Chihuahua, Pepe, in a ditch suffering from convulsions last week.

The?dog?survived, but his veterinarian, Dr. Jim Bentley, suspects the dog was poisoned with strychnine, a pesticide.

Tate said his office had contacted the Oklahoma State Bureau of Investigations to help look into the possible poisonings because the agency has resources for toxicology testing.

Microsoft signs agreement to scrutinize Yahoo

(AP) ? It looks as if Microsoft wants a seat at the negotiating table if Yahoo decides to sell part or all of its business.

To gain better access, Microsoft Corp. has signed a nondisclosure agreement with Yahoo Inc., according to a person familiar with the situation. The person spoke to The Associated Press on Wednesday on the condition of anonymity because the agreement hasn't been formally announced.

The DealReporter and The New York Times earlier reported the arrangement between Microsoft and Yahoo.

Yahoo's board has been mulling the company's options since firing CEO Carol Bartz in early September. The alternatives include selling Yahoo's Asian assets, such as the Alibaba Group in China, and auctioning off the company in its entirety instead of hiring a new CEO. Tim Morse, Yahoo's chief financial officer, has been interim CEO since Bartz's ouster.

The DealReporter said that Yahoo's board is scheduled to meet next week to discuss its next step.

Microsoft unsuccessfully tried to buy Yahoo in 2008 for as much as $47.5 billion before walking away in frustration. Yahoo's stock is worth less than half of Microsoft's last offer of $33 per share.

Yahoo shares fell 3 cents Wednesday to close at $14.94. Microsoft's stock price dropped 32 cents to close at $24.47.

The New York Times reported that Microsoft is primarily interested in protecting its Internet search advertising alliance with Yahoo if its partner pursues a sale or a dramatic reorganization. Microsoft currently provides most of the search technology on Yahoo's website in return for 12 percent of the ad revenue generated from the results.

To preserve its business relationship with Yahoo, Microsoft already had explored contributing to a joint bid for Yahoo's U.S. assets with some of the buyout firms that have been considering making offers. That list includes Silver Lake Partners, Providence Equity Partners and the Texas Pacific Group.

Alibaba CEO Jack Ma has publicly acknowledged that his company would like to buy Yahoo, but that could be difficult because of U.S. government concerns about a Chinese business owning a U.S. company that handles email and other electronic communications.

Earlier deals, longer hours woo Friday shoppers (AP)

Big crowds on Black Friday can be both a blessing and a curse.

Early signs point to bigger crowds at the nation's malls and stores as retailers like Target and Macy's opened their doors at midnight on the most anticipated shopping day of the year and a few others opened on Thanksgiving Day. Shoppers were mostly peaceful across the country, but a few violent incidents broke out as millions of shoppers rushed into stores and tensions flared.

It started on Thanksgiving, when Los Angeles authorities say 20 people at a local Walmart store suffered minor injuries when a woman used pepper spray to gain a "competitive" shopping advantage shortly after the store opened.

Then, early Friday in Fayetteville, N.C., gunfire erupted at Cross Creek Mall and police say they're looking for the two suspects involved. Separately, police say two women have been injured and a man charged after a fight broke out at an upstate New York Walmart. And a central Florida man is behind bars after a fight broke out at a jewelry counter in Walmart in Kissimmee, Fla.

Later Friday morning, a Phoenix television station KSAZ reported that witnesses say police slammed a grandfather in a Walmart in Buckeye, Ariz., to the ground after he allegedly put a game in his waistband so that he could lift his grandson out of the crowd.

The incidents are the result of two converging trends on Black Friday. The crowds continue to get bigger as retailers offer more incentives and longer hours. At the same time, shoppers are competing for a small group of products, instead of years past when there were several hot items from which they could choose.

"The more the people, the more the occurrences," says Marshal Cohen, chief industry analyst with market research firm The NPD Group.

Indeed, a record number of shoppers are expected to head out to stores across the country this weekend to take advantage of discounts of up to 70 percent. For three days starting on Black Friday, 152 million people are expected shop, up about 10 percent from last year, according to the National Retail Federation.

"I came here for the deals," said Sidiki Traore, 59, from Roosevelt Island, N.Y. who was among about 10,000 people who were standing outside of Macy's store in New York's Herald Square for its midnight opening.

The crowds are good news for retailers, many of which depend on the busy holiday shopping season for up to 40 percent of their annual revenue. To draw in shoppers this year, they pulled out of their bag of tricks. In addition to several retailers opening much earlier than previous years, some began offering to match the prices of competitors and rolling out layaway programs.

Shoppers on Friday, though, say they mostly are being lured into stores by the deals, including discounts of 20 to 60 percent on many items at The Gap and a $400 Asus Transformer 10-inch tablet computer for $249.99 at Best Buy.

After showing up at Best Buy in New York on Wednesday at 3 p.m., Emmanuel Merced, 27, and his brother were the first in line when it opened. On their list was a Sharp 42-inch TV for $199, a PlayStation 3 console with games for $199.99 and wireless headphones for $30. Merced says he likes camping out for Black Friday and he figures he saved 50 percent.

"I like the experience of it," says Merced, who plans to spend $3,000 to $4,000 on gifts this season.

To be sure, not every store was filled to the brim with people looking for deals on Black Friday. With so many major stores opening at midnight, crowds shopped early, staying up late to snag the best deals. That meant there was an unusual lull during the typically bustling pre-dawn hours when stores used to open their doors.

At a Target on Chicago's north side, for instance, crowds were light four hours after the store opened. And door-buster deals, including the typically quick-to-sell out TVs and gaming systems, remained piled up in their boxes. Shoppers pushed carts through mostly empty aisles while thumbing through circulars and employees - some in Santa hats - roamed the store. There was no Christmas music ? or any music ? playing.

Rebecca Carter, a graduate assistant, began Black Friday shopping at 11 p.m. on Thursday night and left Target around 4 a.m. carrying a bag full of pillows. Carter, who prowls Black Friday deals every year, said crowds were noticeably lighter this year as she and a friend picked up a television set ($180 for a 32-inch TV) and a laptop for $198, along with toys and pajamas.

"It's quiet," she says. "There were all these televisions still there. It was shocking."

It was the first year that Melody Snyder, 34 of Vancouver, Wash. had ventured out for Black Friday. She had braced herself for crowds and mayhem when she got to Walmart at 6 a.m. but was pleasantly surprised when she pulled in the parking lot. She found a number of gifts for her three kids but said she did find the store was sold out of a few of the big sale items, including certain Barbies and other toys she'd considered.

"It was a little intimidating," she said. "Then I got here and thought `Where is everyone?'"

David Bassuk, managing director of retail at AlixPartners, a consultancy, says retailers are going to have to do a lot of discounting during the holiday shopping season to keep customers coming back.

"Consumers have made it clear that they're only going to spend so much money, and the people who are going to get them to open their wallet first are going to win," he says. "This is a consumer who is smart and well informed but also cash-strapped and cautious."

Checklist that helped save Apollo 13 on auction

DALLAS (AP) ? A checklist upon which Apollo 13 commander James Lovell made calculations that helped guide the damaged spacecraft home in 1970 will be offered for auction Nov. 30.

A Tuesday statement from Dallas-based Heritage Auctions says the item is part of a batch of U.S. space program artifacts being offered as part of a "Space Signature Auction."

Lovell used the checklist to move guidance data from the stricken Command/Service Module to the guidance system of the Lunar Excursion Module. The aim was to use the usually discarded lunar module's system to pilot the command module back to earth after it was crippled by a fuel cell explosion.

The Heritage statement says the checklist, now owned by Lovell, was expected to bring a winning bid exceeding $25,000.

Republicans take issue with cuts to defense budget (AP)

WASHINGTON ? Republican presidential hopefuls are assailing plans to cut the defense budget.

Former Massachusetts Gov. Mitt Romney says the cuts are undermining troop capacity, delaying the building of aircraft carriers and cutting the capacity of the U.S. to defend itself.

Texas Gov. Rick Perry says that even Defense Secretary Leon Panetta opposes the cuts. He says if Panetta is "an honorable man," he should resign in protest.

The Pentagon is already facing $450 billion in cuts to projected spending over the next 10 years, an amount that could more than double beginning in 2013 under automatic cuts established by the failure of the deficit-reduction supercommittee.

Two others at Tuesday night's GOP candidate debate, Newt Gingrich and Ron Paul, refused to say defense spending would be off limits to budget cuts.

(AP) ? Global stocks fell again Wednesday after yet more downbeat economic figures and the surprising news that Germany failed to raise as much money as it was looking for in an auction of its supposedly top-rated debt.

Following figures Tuesday that showed the U.S. economy grew less than anticipated in the third quarter, the bad news has piled up for investors. With China's economy suffering a fall in manufacturing activity as well, there are clear signs that the eurozone economy is heading back into recession and that's knocked sentiment in stock markets again.

Germany's failure to raise as much money as it hoped in its latest bond auction added to investor concerns that even Europe's biggest economy may not be immune from a debt crisis raging across the continent. The country's Financial Agency said Wednesday that its latest euro6 billion ($8.1 billion) auction of 10-year bonds, at a record-low interest rate, met with only 60 percent demand. It blamed "the extraordinarily nervous market environment" for the weak demand.

The grim round of news came amid ongoing stresses in Europe's debt crisis and mounting speculation that the U.S. may see its credit rating downgraded again in the not-too-distant future following lawmakers' failure to agree on a deficit reduction plan.

"The barrage of bad news shows no sign of relenting, and with many wanting to reduce risk ahead of markets closing for the Thanksgiving holiday tomorrow, the resulting flight to safety is of little surprise," said Yusuf Heusen, sales trader at IG Index.

In Europe, the FTSE 100 index of leading British shares closed down 1.3 percent at 5,139.78, while Germany's DAX fell 1.4 percent to 5,457.77. The CAC-40 in France ended 1.7 percent lower at 2,822.43.

U.S. stocks opened lower, too. The Dow Jones industrial average was down 1.8 percent at 11,291, while the broader Standard & Poor's 500 index fell 2 percent to 1,165.

Wall Street's performance ahead of the four-day Thanksgiving weekend was hampered by figures showing that jobless claims last week rose by 2,000 and durable goods orders in October fell by 0.7 percent.

Separate figures showing that personal spending inched up only 0.1 percent during the month also did nothing to allay fears that the U.S. economic recovery remains muted.

"These figures entwined with fears over the U.S.'s triple A credit rating are leading economists to quash their anticipations of solid growth in the current quarter," said David Corben, a financial trader at IG Index.

In Europe, the concern is that growth will soon give way to recession.

That sense was evident in the findings of a closely watched survey from the financial information company Markit. Its monthly survey showed the eurozone contracted for the third month running in November and that the deteriorating economic picture is not just confined to debt-stressed countries such as Greece.

Although its monthly composite purchasing managers index ? a broad gauge of business activity ? rose to 47.2 in November from 46.5, it remains below the 50 mark, the threshold between expansion and contraction.

Further grim news emerged with the announcement that eurozone industrial orders collapsed by a massive 6.4 percent in September from the previous month. Though this data is historically volatile ? one big Airbus order can cause big swings ? the figures provide further uncomfortable reading for politicians battling to get a grip on the debt crisis.

The euro unsurprisingly took a battering in the wake of the figures and the German bond auction results, plunging 1.3 percent to $1.3335.

Earlier, sentiment had been knocked by a manufacturing survey from HSBC indicating that China's industrial sector may be contracting. Its main manufacturing gauge fell to 48 in November from 51 in October ? its sharpest fall since March 2009. As in the eurozone survey, any reading below 50 indicates contraction from the previous month.

Indications that the world's second biggest economy and one of the key engines of growth may not be as supportive to the global economy as it has over the past few years affected the Asian session badly.

Hong Kong's Hang Seng slid 2.1 percent to 17,864.43. South Korea's Kospi lost 2.4 percent to 1,783.10, and Australia's S&P/ASX 200 shed 2 percent to 4,051. Mainland China's Shanghai Composite Index fell 0.7 percent to 2,395.07, posting its sixth straight session of losses. Japanese stock markets were closed for a public holiday.

Oil prices tracked equities lower. Benchmark oil for January delivery was down $2.24 to $95.77 a barrel in electronic trading on the New York Mercantile Exchange.

?I know it sounds so clich?, but I think it helped me recover quicker and it got me in better spirits. The word I kept seeing over and over again was 'strong.' 'Be strong, you're strong.' That word has never meant so much to me as it has this past month. I owe that all to the people behind me."

Asia stocks slump amid poor German debt auction (AP)

BANGKOK ? Asian stock markets were mostly lower Thursday amid mixed economic data out of the U.S. and fears that the German economy ? Europe's strongest ? may be succumbing to the continent's debt crisis.

Japan's Nikkei 225, reopening after a one-day public holiday, fell 1.5 percent at 8,186.58. Hong Kong's Hang Seng index lost 0.7 percent at 17,730.57. Benchmarks in New Zealand, Malaysia and Singapore also fell.

But South Korea's Kospi gained 0.3 percent at 1,788.51 and Australia's S&P ASX 200 was 0.3 percent higher to 4,064.40.

Global markets were spooked Wednesday by the poor results at an auction of German debt, which met with only 60 percent demand. Germany's Financial Agency blamed "the extraordinarily nervous market environment."

The weak buying suggests that Europe's crisis might be infecting strong nations that are crucial to keeping the euro currency afloat. Germany bears much of the burden of bailing out weaker neighbors such as Greece and Portugal.

Analysts at Credit Agricole CIB said the eurozone debt crisis remains "the major concern for the markets" and that the German debt auction signals the spread of "the contagion to hard core economies" in the region.

Borrowing costs for Italy and Spain rose from levels that already were considered dangerously high. Europe lacks the resources to bail out those countries, its third- and fourth-biggest economies.

In the U.S., the government released a mixed batch of economic reports. Slightly more people applied for unemployment benefits last week, a sign that layoffs continue.

Consumer spending was sluggish but incomes rose a bit more than expected. Orders for long-lasting manufactured products fell for a second month and business investment dropped off.

The Dow fell 2.1 percent to close at 11,257.55. The Standard & Poor's 500 index fell 2.2 percent to 1,161.79. The Nasdaq fell 2.4 percent to 2,460.08.

U.S. markets will be closed on Thursday for the Thanksgiving holiday and will have shortened hours on Friday.

Cash-strapped cities, schools say: 'Your Ad Here' (AP)

CHICAGO ? Seven vinyl banners draped this month along one of Chicago's most iconic bridges, advertisements some have dubbed "a visual crime" and "commercial graffiti," are reviving a debate about how governments raise money in tough economic times.

In the aftermath of the Great Recession, a public school district in Colorado is selling ads on report cards and Utah has a new law allowing ads on school buses. Chicago Mayor Rahm Emanuel's administration, straining to fill a $600 million budget hole, is looking to raise $25 million from ads on city property ? including bridges, electrical storage boxes and garbage cans.

The effort kicked off this month with Bank of America ads on the 81-year-old Wabash Avenue Bridge, which crosses the Chicago River and has appeared in movies including "About Last Night" and "The Dark Knight."

"I think it's disgusting," Chicago resident Linda Rosenthal said recently, shaking her head as she surveyed the signs. "The architecture in Chicago is stunning. To see this awful advertisement angers me."

The white ads with blue lettering and Bank of America's logo are posted on limestone bridge tender houses, which hold the equipment used to raise the bridge when tall boats pass beneath. Bank of America paid $4,500 to put seven signs on the bridge for about a month, said city spokeswoman Kathleen Strand.

Strand promised the city's new campaign will have "policies to protect the integrity of Chicago's facade" and likened the initiative to the Chicago Transit Authority bringing in about $20 million annually from abundant ads on buses and elevated trains that don't seem to anger anybody.

"The municipal marketing strategy is really about pursuing innovative opportunities to avoid having to cut city services or increase the tax burden on Chicagoans," Strand said.

Still, some ask where the line will be drawn. Could the city's historic Water Tower be next? Or Grant Park's famed Buckingham Fountain?

The city's two major daily newspapers have faced off with opposing views. Chicago Tribune architecture critic Blair Kamin called the bridge ads "a visual crime" and "a grotesque cheapening of the public realm." A Chicago Sun-Times editorial said the ads, while unappealing, "beat going bust."

Bank of America spokeswoman Diane Wagner said the company said yes when Chicago officials asked if the bank wanted to advertise on the bridge because it's a major employer and philanthropic supporter in the city.

"We agreed to be the first company to display on the bridge because we want to help the city explore new revenue sources and we think this is an innovative way to generate new revenue," Wagner said.

Chicago advertising professionals doubt it was a smart move for either side.

"I have made my living in advertising, but there has to be better ways to raise money," said Tim Terchek, executive creative director of the Drucker Group ad firm. What's more, the bridge ads could backfire if public disgust sticks to the bank, he said.

Leo Burnett Company's chief strategy officer Stephen Hahn-Griffiths overlooks the bridge ads altogether.

"It's like commercial graffiti," Hahn-Griffiths said. "It makes no sense from a marketing perspective and I question the intent of doing this because it does not seem like a smart decision."

Former Milwaukee Mayor John Norquist, president and CEO of the Chicago-based Congress for the New Urbanism, suggested the city could instead rent out spaces like the City Hall lobby or library and cultural center theaters for weddings and other events.

"Placing advertising on a city's architectural assets takes away from the public realm," Norquist said.

Some officials across the country, and the world, disagree.

In Rome, an Italian shoe company founder has pledged to foot $34 million to restore the Colosseum ? the ancient arena blackened by pollution ? and its founder has said the gesture could launch more private sponsorship for public benefit in Italy. In Venice, Mayor Giorgio Orsoni defended the use of publicity on restoration of such projects as the famed Doges Palace, saying sponsors' contribution allowed the work to be accelerated.

But Venice also has strict rules on the use of advertisements. Only 10 percent of an exposed facade can be covered, and ads for cigarettes, alcohol and those featuring nudity are banned.

Back in the U.S., a suburban Salt Lake City school district plans to be Utah's first to plaster its buses with advertisements in an effort to generate additional revenue without raising taxes. While the ad revenue is expected to supplement the Jordan School District's budget, officials said it won't be enough to make up for the recent budget cuts.

It's a similar story in Golden, Colo., where Jefferson County Public Schools' report cards now feature ads for the CollegeInvest college savings program. The ads raise $30,000 a year.

"Parents understand where we are at with the funding issues and most of the reaction has been positive," said school district spokeswoman Lorie Gillis.

Retiree Jim Phillips, who leads free tours of Chicago's bridges, challenged the city to channel public curiosity about the structures into money-making ventures, such as charging tourists to see the bridge houses' inner workings.

"If it gets to the point advertisements go on more of these historic structures, I don't think there's any way to stop them on others," Phillips said. "What if you put a NASCAR suit on the Picasso? What if you slapped a Google sign on one of the lions at the Art Institute?"

Law protecting Afghan women has "long way to go": U.N. (Reuters)

KABUL (Reuters) ? Afghan authorities are failing to enforce the law to protect women from murder, beating, rape and other violence and being sold into marriage and prostitution, the United Nations said on Wednesday.

U.N. Assistance Mission in Afghanistan (UNAMA) revealed in a report that only a small number of cases of violence against women have been prosecuted under the Elimination of Violence Against Women law, passed more than two years ago.

Prosecutors in Afghanistan filed indictments in 155 cases of 2,299 estimated incidents of violence against women, the U.N. mission said in the report.

In just 101 cases was the law used for eventual judgments.

Although use of the law was "clearly growing, there is a very long way to go before Afghan women are fully protected from violence," Navi Pillay, the United Nations High Commissioner for Human Rights, said in a statement.

Women had few rights under the harsh rule of the Taliban, who were ousted in 2001, and an improvement in the lot of women has been a top priority of Western backers of the government of President Hamid Karzai, who has ruled since then.

The law, passed in August 2009, supports equality for women, including criminalizing child and forced marriage, selling and buying women for marriage or for settling disputes, as well as forced self-immolation -- women setting themselves on fire -- among other acts.

But police, prosecutors, governors and other officials have done little to enforce the law, the U.N. mission said in the report.

Some cases were withdrawn. Some murder cases, for example, were instead prosecuted under sharia law, which sometimes resulted in acquittal of the perpetrators or lighter sentences.

In other cases, the female victims themselves were in turn accused of so-called moral crimes. Low numbers of women police, a lack of women's shelters and overuse of mediation in areas such as domestic violence also discouraged women from filing complaints.

The U.N. mission recommended raising awareness of the law among all levels of government and officials and to train prosecutors, police and judges on how to apply the law.

In addition, weaknesses in the law, such as the failure to offer protection to woman who run away from home to escape abuse and are then detained for "moral crimes," needed to be amended.

MISSED CASES

UNAMA cited cases where the law was or should have been used, including that of two sisters, 15 and 17, who were killed in Herat province in July, 2010, after the elder sister refused to marry an older man.

The future husband and father-in-law were sentenced to 16 years in prison while three other people were acquitted.

In central Daikondi province, a prosecutor used the law to challenge a verdict by a court that found two girls impregnated by a 60-year-old religious leader guilty of adultery. An appeals court rejected that challenge, the U.N. mission said.

A woman in Kandahar province complained in March of her daughter's forced suicide. She said her daughter, who had been sold into marriage for $6,600, set herself on fire in her room when, after 10 years of the marriage, her in-laws forced her to have sex with three male guests visiting the family.

"She was always saying that she would burn herself one day. I would tell her, please tolerate, this is life as it comes and one day you will have a bright future," the mother complained, according to the report. Police did not investigate.

The report was based on 261 interviews and research with judicial, police and government officials as well as U.N. monitoring of cases of violence between March 2010 and September 2011. UNAMA said comprehensive statistics are impossible to obtain since most cases go unreported.

Markets cautious after US debt talks collapse (AP)

LONDON ? The collapse of talks aimed at reducing the staggering U.S. budget deficit and worried about Europe's debt load weighed on world markets Tuesday.

Stocks took a pummeling on Monday after a so-called supercommittee in Congress failed to reach a deal to cut the U.S. federal budget deficit by $1.2 trillion over 10 years. While not entirely unexpected, the failure heightened worries that political bickering ? in the U.S. and Europe ? will hurt efforts to cut debt during a period of declining economic growth.

European countries are locked in a debate over how to provide a lasting solution to their debt crisis, which is causing borrowing rates to rise to dangerous highs for ever-larger countries.

Many countries would like the European Central Bank to step up its bond purchases, which have the effect of keeping down borrowing rates. It currently buys bonds in limited amounts, but experts say it needs to expand the program significantly if it is to be effective.

Germany, however, opposes such a move for fear it would create inflation and saddle the central bank with bad loans.

Berlin is also against issuing eurobonds ? debt backed by all 17 eurozone nations ? that the European Commission is pushing for this week. Chancellor Angela Merkel is worried it would expose German taxpayers to irresponsible spending in other countries and erode pressure on governments to reform their economies.

As the leaders struggle to find common ground, the markets remained on edge.

Spain was forced to pay sharply higher interest rates in an auction of short-term debt, suggesting investor remain wary of the country's financial prospects despite a new, center-right government coming to power this week.

European stocks lost what small gains they had eked out in the morning to close lower. Britain's FTSE 100 ended 0.3 percent lower at 5,206.82 while Germany's DAX lost 1.2 percent to 5,537.39 and France's CAC-40 shed 0.8 percent to 2,870.68.

Wall Street fell after the Commerce Department's announced the U.S. economy grew at a 2 percent annual rate in the July-September period, down from its initial estimate of 2.5 percent. Economists had expected the figure to remain unchanged.

The Dow Jones industrial average shed 0.9 percent to 11,449.71 and the S&P 500 lost 0.8 percent at 1,183.44.

Shares in Asia, meanwhile, struggled to make headway. Japan's Nikkei 225 index fell 0.4 percent to 8,314.74, its lowest close since March 2009.

Australia's S&P/ASX 200 dropped 0.7 percent and China's Shanghai Composite Index edged 0.1 percent lower. Benchmarks in Taiwan, Malaysia and New Zealand also fell.

But Hong Kong's Hang Seng erased early losses, rising 0.1 percent and South Korea's Kospi index rose 0.3 percent.

Clouds are gathering in Asia, where Singapore ? seen as a bellwether of Western demand because of its very high reliance on trade ? said Monday its economy would likely suffer a sharp slowdown in 2012 as export orders from developed countries wane.

"I think we are looking at maybe 2 percent growth for the entire world. For a normal year, global economic growth will be like 4 percent, but now it has to revise down to about 2 percent, so you are taking out a big chunk of the GDP ... around the world," said Francis Lun, managing director of Lyncean Holdings in Hong Kong.

Losses among Asian stocks were broad-based and included banks and consumer shares.

Hong Kong-listed China Construction Bank and Australia & New Zealand Banking Group both fell 1.1 percent. Hong Kong-listed GOME Electrical Appliances slid 1.9 percent and China Garments Co. lost 2.3 percent.

Mainland Chinese shares in power, food and travel companies led the gains while shares in chemical, aviation and auto companies weakened. Air China Ltd. lost 5.5 percent while Bright Food (Group) Co. gained 3 percent.

In currency trading, the euro was roughly unchanged at $1.3490 compared with late Monday in New York. The dollar edged up to 77.09 from 76.93 yen.

Benchmark crude for January delivery was up 26 cents at $97.18 a barrel in electronic trading on the New York Mercantile Exchange. The contract fell 75 cents to settle at $96.92 in New York on Monday.

Iran rejects UN condemnation of rights record (AP)

UNITED NATIONS ? A top Iranian official is rejecting a U.N. resolution condemning his country's human rights record.

Mohammad Javad Larijani, head of Iran's Human Rights Council, told the U.N. General Assembly on Monday the charges outlined in the resolution were "totally preposterous."

Sponsored by Canada, the resolution was approved 86-32, with 59 abstentions.

The resolution expresses concern over recurring human rights violations in Iran, including torture, amputations and the frequent use of the death penalty.

Judge upholds Cook Inlet belugas as endangered (AP)

ANCHORAGE, Alaska ? A federal court judge has upheld the endangered species listing of Alaska's Cook Inlet beluga whales.

The state of Alaska and others had sued to overturn the listing by the National Marine Fisheries Service.

State attorneys argued the population was recovering and the white whales did not need extra protections afforded by the Endangered Species Act. They also said the listing would hurt Alaska economically by deterring commercial fishing, oil and gas exploration and tourism.

But Judge Royce C. Lambeth of the U.S. District Court in Washington, D.C., upheld the listing in a decision Monday.

He wrote that the belugas had not made a noticeable recovery despite a decade without subsistence hunting, raising a concern that the true cause of the animals' decline has not been fully addressed.

RI gaming may be hurt by Mass. casinos | WPRI.com

LINCOLN, R.I. (WPRI) - The passage of the casino bill Tuesday by Massachusetts lawmakers has Rhode Island gaming facilities fighting to stay competitive.

Governor Deval Patrick says he will likely sign the bill which would license three resort-style casinos and one slot parlor in the Bay State.

Officials at Twin River in Lincoln, who would likely be hurt by full-fledged casinos right over the Rhode Island border, want to level the playing field.

?Passage today of the MA casino bill expected to enjoy Governor Patrick?s support further highlights the need for table games at Twin River. Rhode Islanders will have an important opportunity to level the playing field in November of 2012 by carefully considering, and then supporting, a referendum question that will allow Twin River to offer table games," said spokesperson Patti Doyle.

Twin River is currently the state?s third largest source of revenue, bringing in $270 million annually.

Congress about to kill high-speed train program (AP)

WASHINGTON ? Congress is on the verge of killing funding for President Barack Obama's signature high-speed rail program, but it may have some life in it still.

Republican lawmakers are claiming credit for killing the program. But billions of dollars still in the pipeline will ensure work will continue on some projects. And it's still possible money from another transportation grant program can be steered to high-speed trains.

Obama had requested $8 billion in fiscal 2012 for the program, and $53 billion over six years. House and Senate negotiators agreed to a measure this week that eliminates any funding specifically for high-speed trains. Final passage of the bill, which funds day-to-day operations at the Transportation Department and several other agencies in fiscal 2012, is expected Thursday in the House and Friday in the Senate.

Republicans have made it clear since taking control of the House last year that they intended to eliminate the program, which they say is too costly.

The bill marks "an end to the president's misguided high-speed rail program, but it is not the end of American high-speed rail," said Rep. Bill Shuster, R-Pa., chairman of the House Transportation and Infrastructure Committee's railroad subcommittee.

Shuster and the Transportation Committee's chairman, Rep. John Mica, R-Fla., say the future of high-speed rail in the U.S. is in the Northeast rail corridor that connects Boston, New York, Philadelphia and Washington, rather than the national network of trains envisioned by Obama.

"We are being given a chance to refocus and reform the high-speed rail program," Shuster said.

But Sen. Richard Durbin, D-Ill., an Obama ally and high-speed rail supporter, said he is confident some money will be found to keep Obama's train program going through the Transportation Department's TIGER program, which makes grants to projects that achieve critical national objectives.

The 2012 spending bill includes $500 million for the TIGER (Transportation Investment Generating Economic Recovery) program. High-speed trains would have to compete with highway, transit, port and freight rail projects for money.

Since Obama took office in 2009, his administration has steered $10.1 billion to high-speed rail projects around the country. Some of the money is only now being used because of the time it takes to start up a major grant program and because the program suffered setbacks when several GOP governors canceled projects in their states that had been awarded funds.

Transportation Secretary Ray LaHood said Wednesday that he expects more than $1 billion in high-speed rail construction-related activity across the country next year.

The biggest project is in California, where the state is proposing Europe-style bullet trains traveling up to 220 mph between San Francisco and Anaheim. Planners hope to start construction of the first phase, from Fresno to Bakersfield, next year and complete it by 2017.

The project has been awarded $3.9 billion in federal aid so far. California voters also authorized $9 billion in bonds for high-speed trains in 2008. But at that time the project was forecast to cost $45 billion and be completed by 2020.

A new estimate and schedule released this month pegged the cost at just under $100 billion and pushed completion out to 2034. One reason for the cost increase is that it takes into account inflation over that period. But the price tag has strengthened the position of the project's opponents.

"What's frustrating about Congress passing no new funding this year is that it adds uncertainty to federal funding," said Petra Todorovitch, director of America 2050, an urban planning and infrastructure advocacy group. "That isn't helpful to projects like California that rely on a certain amount of federal funding."

The first phase of the California project is already funded.

"Some time in the next few years they will need Congress to vote for more money for rail, but it doesn't kill the project that Congress zeroed out funding this year," Petra said.

Mort Downey, the No. 2 Transportation Department official under President Bill Clinton and a former Obama campaign adviser, said Obama's high-speed rail plans depend on the California project.

"If California continues to go forward, we're still on life support," Downey said.

Anthony Perl, chairman of the Transportation Research Board's rail group, said that even if Obama's program collapses, it's "still highly likely" a national high-speed rail network will be built in coming decades, partly because the price of oil is expected to continue to increase.

"There is nothing that uses less oil than moving people than trains," Perl said. "Cheap oil equals more cars and planes; expensive oil equals trains."

California transportation officials estimate that if high-speed train service doesn't go forward, the state will need to spend $171 billion to construct more than 2,300 miles of freeways, four more airport runways and 115 additional airline gates to accommodate the travel demands of the state's population of 54 million people by 2050.
